This is something we’re thinking about – but we’d love more feedback from you.
Can you share specific scenarios that you need for resourcing? What information do you need to be successful? What actions do you take as a result of this information?
Please share detailed scenarios for us to understand what you need, this will be very helpful to us as we improve Project!
I’m updating this to “partially complete” as we have finished rolling out the “Copy Project” feature. You can access this by opening a project, clicking on the title to open the details pane, hitting the “…” in the top corner, and then the Copy command.
You can get more details, tips and tricks here: https://techcommunity.microsoft.com/t5/project-blog/copying-projects-in-project-for-the-web/ba-p/1477766
We’re still thinking about the specific templates scenario and reading your comments below. Please try the feature out and let us know what other feedback/improvements can be made.
For all new projects, you are now able to set Effort and Duration independently of each other for tasks with assignments. When Effort is set, Duration will not change.

It's key to our use of the P4W that duration and effort needed is not linked. Our project members often use effort/time on multiple projects in the same duration.
Solving the issue when no resource is assigned to a given task does not fix our issue. Does it fix any issue at all?
Our need is to use P4W for resource management. This is not possible with the current setup.
Looking eagerly for a fix.
